Highest and best use analysis is the core of the report. The appraiser determines the most profitable use that is legally permissible, physically possible, and financially feasible, which for commercial parcels can differ dramatically from the current use.
Zoning appraisals frequently value multiple scenarios. Valuing the property under existing zoning versus under a proposed variance or rezoning quantifies exactly what is at stake in the application, negotiation, or dispute.
